DBE Certification (DOT)
The Disadvantaged Business Enterprise (DBE) certification process is standardized across all U.S. states due to its federal nature, but each firm must register individually with each state's Department of Transportation (DOT) for certification. This process shares similarities with the 8(a) certification and includes a review of the business owner's independence and active involvement in day-to-day operations.

Price: $2,700
Key DBE certification requirements include:
-
At least 51% ownership and control by socially and economically disadvantaged individuals.
-
The business owner's personal net worth must be below $1.32 million, excluding the primary residence and business.
-
Eligible businesses must be for-profit, operating independently, and can work as either primary or subcontractors on federally funded DOT projects like highway, bridge, and airport construction.
-
On-site inspections are generally required, and franchises are ineligible.
